What is SIGNAL

SIGNAL stands for "Strategic Incident Georeferencing for Nationwide ALertness"

- is an innovative online decision-support system developed by DOST VI that enables responders to quickly and effectively respond to incidents by providing them with precise and timely information. This system automatically receives reports, which are then georeferenced and monitored in real-time across the different levels of Emergency Operation Centers (EOCs). This allows responders to take immediate and appropriate action on reported incidents, and enables adjacent EOCs to provide assistance if necessary.

Project SIGNAL Objectives

  1. Develop an online unified communication platform for reporting critical incidents and disastrous events for proper response and monitoring.
  2. Create a dependable and robust database of disaster and other events that may be used for report submission as well as strategic planning and analysis.
  3. Complement the data generated by automated hydromet stations with visual reports from authorized personnel at the ground-level.

How it works

Incident Reporter

The user who uses the SIGNAL mobile application for real time reporting of incidents/ damages on site. Ideally, these users are ground personnel who take actions of the incidents on site as well.

Emergency and Response Managers (EOC Accounts)

Users that monitor the incidents reported using their desktop and laptop. The EOC accounts may manage and analyze reports for proper response and monitoring of all incidents on their AOR.
